If I'm wrong here, I'm sure that someone will correct me, but I was
under the impression that the nominations for Best Foreign Film are the
responsibility of each country's Academy equivalent. The conservatism
of the film styles of the nominees may be the result of a self-fulfilling
prophecy -- "Since the majority of the past winners were of the popular
crowd-pleasing variety, if we want to win, we'd better nominate one of
that type of film."
