Honestly, I don't either. Assuming one takes the proper context. The
idea of 'invasion' paints a certain picture, however, I thought it was
fairly clear to most that the proposal was the as I believe you
understood it. Certain limited and or specific action. Its common
knowledge that the Pakistani Intelligence is filled with factions, and
also likely that running things through certain official channels would
probably be leaked to the targets.

Its a thin line. A successful operation done without certain permissions
is much easier to smooth over than a screwed up one. So, in that regard,
I think you have to be really careful. If you screw up the first one,
you probably don't get another chance.

Then you have to take the whole 'official' thing with a grain of salt.
Politically the Pakistan government may be required to say no, but
unofficially they say that - we'll be over here, looking out the window
for the next xxx so don't do anything, wink wink.
