It's not. We tried for a "neon sign" last year. It's not as
flexible as ropelight, and when it breaks it's done.

Effective "cheap" solutions I've seen:

Instead of dimensional neon, make a light box and carve your
"tubes" into the lid. Cover with gel. More effective at a
distance than close up, and better suspended in blackness than
attached to a building flat.

Fill clear neoprene tubing with fluorescent paint, insert bailing
wire to help it hold shape, and light with a strong UV source.

Find a neon guy who wants to show off.
